It works with Azure PIM at the same time. In a environment where one must have limited access to the account that can acquire privileged access the Huntoso Pam product comes into place. From the policy standpoint though the policies are flexible enough to associate policies with discovery groups that are linked to specific tenants meaning yes we can keep the tenant policies different.
